Noah Jordan is the founding member of Jordan Law Firm, LLC. He provides counsel to numerous local unions in Western Pennsylvania representing professional, paraprofessional, and non-professional employees in collective bargaining, labor arbitration, and contract administration matters in both the public and private sectors.  Noah also represents and counsels clients in various employment matters, including litigating discrimination claims on behalf of employees, negotiating and reviewing separation, severance, non-compete, and other types of employment agreements, and representing parties in unemployment compensation hearings. Noah was named a Best Lawyers: Ones to Watch in 2021, 2022, 2023, and 2024 by Best Lawyers in America®, a 2022 and 2023 Rising Star for Employment & Labor by Pennsylvania Super Lawyers, and was honored as part of Pittsburgh Magazine’s Forty Under Forty Class of 2022.

Noah is a member of the Allegheny County Bar Association and serves on its Labor and Employment Section Council.  He also is a member of the Western Pennsylvania Employment Lawyers Association (WPELA), the Southwestern Pennsylvania Chapter of the Labor and Employment Relations Association (LERA), and the AFL-CIO Union Lawyers Alliance. Noah earned a B.A. in English and U.S. History with distinction from the University of Michigan and his J.D. from the University of Pittsburgh School of Law.

Stephen H. Jordan

Stephen Jordan has maintained an extensive labor law, mediation, employment, and arbitration practice during his tenure as a labor and employment attorney.  He has provided counsel to numerous local unions in Western Pennsylvania on collective bargaining, labor arbitration, and contract administration matters in both the public and private sectors. Steve’s prior experience has included the representation of professional, paraprofessional, and non-professional employees in public and private schools, as well as in higher education. Steve also worked with executives on a variety of aspects of employment law including termination, severance negotiation, and executive compensation.

For well over a decade, Steve has served as a mediator and Early Neutral Evaluator for the U.S. District Court for the Western District of Pennsylvania in connection with its Alternative Dispute Resolution program.  He serves as an arbitrator of labor and employment disputes and is appointed to the American Arbitration Association’s Employment Arbitration Panel, including its National Roster for Non-Binding Employment Arbitration and its consumer panel, as well as to the panel of arbitrators maintained by the Arbitration and Mediation Service and to the roster of arbitrators administered by the Pennsylvania Bureau of Mediation, Department of Labor and Industry.

 Steve has been selected by his peers to The Best Lawyers In America® since 1991, and in 2013, he was named Best Lawyers’ “Lawyer of the Year – Employment Law” for Pittsburgh. He was named to the 2003-2004 edition of Chambers USA Guide to the Legal Profession; he has been named a Pennsylvania Super Lawyer since its inception and was listed as one of the top 50 Pittsburgh Super Lawyers in 2005, 2006 and 2007. Steve is a past Board Member of the Jewish Family and Community Service of Pittsburgh; the Jewish Community Center of Greater Pittsburgh; the Board of Trustees of Community Day School; and past Secretary of the Jewish Education Institute.

Steve is a member of the Allegheny County Bar Association (Labor Law Section and the Alternative Dispute Resolution Committee) and served as the Labor Law Section Chairperson in 1985. He also has served as Treasurer and Chairperson of the Labor and Employment Law Section of the Pennsylvania Bar Association. He is a member of the Mediation Council of Western Pennsylvania and has served as Chairperson of the Western Pennsylvania Chapter of the Industrial Relations Research Association from 1992-1993 and as an Adjunct Instructor of Labor Law for the Philip Murray Institute of Labor Studies and the Pennsylvania State University.

Alan C. Blanco

Alan Blanco’s practice is focused in the field of employment and labor law, representing primarily individuals, including executives and professionals, with regard to employment matters and unions in traditional labor law matters. He has advised on various employment issues such as discrimination including Title VII, ADEA, ADA, and FLSA requirements, FMLA and leave issues, employment termination, separation agreements, employment contracts, non-compete agreements, and employment policy compliance.  Alan has spoken at continuing education programs and seminars for professionals and unions. He has authored or co-authored many articles relating to employment law.

Alan received his B.A. and his J.D. from the University of Pittsburgh. He served as the Executive Editor of the University of Pittsburgh Law Review from 1984 to 1985. He has been selected by his peers for inclusion in The Best Lawyers in America® and is rated AV® Preeminent™ by Martindale Hubbell. Louis B. Kushner

Louis Kushner is a certified mediator with an extensive practice, having mediated approximately 1,000 cases.  He mediates a wide range of cases including class actions and multiple party disputes, all types of employment related cases, and all types of commercial cases such as franchise, contract, construction, shareholder and partnership disputes and commercial tort cases. 

Louis is an Elected Fellow of the College of Labor and Employment Lawyers, and he has been recognized by Best Lawyers in America® since 1987.  He was chosen as Best Lawyers’ 2010 Pittsburgh Labor and Employment Lawyer of the Year and as the 2015 Pittsburgh Mediation Lawyer of the Year.  He has been named a Super Lawyer since 2005. In addition, he has been recognized as one of The Top 100 Pennsylvania Super Lawyers and one of the Top 50 Pittsburgh Super Lawyers. Louis is rated AV® Preeminent™ by Martindale Hubbell.  In 2022, he was presented with a Lifetime Achievement Award from The Legal Intelligencer. He was honored by the City of Pittsburgh by having October 28, 2008 declared by proclamation “Louis B. Kushner Day” in recognition of 40 years of service as a nationally distinguished Mediator and attorney.

Based on his reputation and experience, Louis is often asked to speak to bar association groups, universities, law schools and other professional and educational groups both nationally and internationally.  He served as a member of the Board of Directors of the Pennsylvania Bar Institute, where he frequently volunteered as a speaker, course planner, and as chairperson of its Employment and Labor Law Curriculum Advisory Committee. He is frequently called upon by bar associations and other professional and educational groups, including the Pennsylvania State Trial Judges Association, as a course planner and to lecture or participate as a panelist.  He has addressed the members of the American, Pennsylvania, and various county Bar Associations on ADR and other alternatives to litigation.  Louis is a prolific author of scholarly articles, has served as Senior Editor for a book on alternative dispute resolution in employment law for BNA, and frequently is quoted in news articles. 

Louis has also lectured on mediation at the Kofi Annan Institute for Conflict Transformation at the University of Liberia; to The Centre for Conflict Resolution (CENCOR) in Ghana for Ghanaian lawyers, civic servants, and other professionals; for a project funded by USAID in Ramallah to Palestinian Judges and lawyers; to the Mediation Council of Western Pennsylvania; to members of the American Society of Women Accountants on the model of a mediator's role; to members of The Family Firm Institute (Pittsburgh Chapter) on mediation to resolve conflict in family businesses; and to participants of The National Conference on Peacemaking and Conflict Resolution on Alternative Dispute Resolution in the private sector. 

Louis was the Co-Chairperson of the ABA Employee Rights and Responsibilities Committee and co-chair of its Sub-Committee on Alternatives to Litigation and has served as a member of the Allegheny County and Pennsylvania Bar Associations' Arbitration & Mediation Committees.  He was a member of the Board of Directors of Pennsylvania Bar Institute; a member of the Pennsylvania Council of Mediators; and served as a Director of the Conflict Resolution Center International, Inc.  Louis served as an Examiner for the Pennsylvania Department of Labor and Industry’s Bureau of Mediation for Prospective Mediators and as chairperson of the Pennsylvania and Allegheny County Bar Associations’ Labor and Employment Law Sections.

He is a mediator on the Employment and Commercial Panels of:  the United States District Court for the Western District of Pennsylvania, American Arbitration Association National Panel, and National Association of Securities Dealers Regulation, Inc. (NASD).  He previously served on the panels of:  JUSTUS ADR Services, JUSTUS Medical Malpractice Group, JAMS/Endispute, and USA&M.

Louis received his B.S. in Accounting and Business Administration from Pennsylvania State University in 1964 and attended the University of Pittsburgh School of Law where he was awarded his J.D. in 1967.

James W. Carroll Jr.

James Carroll has practiced law for over 40 years, with an emphasis on employment law for over 30 years. An active trial lawyer, he has litigated cases in Pennsylvania, as well as in the federal courts in Pennsylvania, Ohio, and West Virginia.

The Pennsylvania Bar Institute, the Pittsburgh Chapter of the National Employment Lawyers Association, the Allegheny County Bar Association, and other professional groups frequently call upon Jim to conduct seminars. He has been named a Pennsylvania Super Lawyer by the publishers of Law & Politics MagazinePittsburgh Magazine, and Philadelphia Magazine since its inception in 2004 and was named a Top 50 Pittsburgh Super Lawyer in 2020. He has been listed in The Best Lawyers in America® regularly since 2006. Jim was elected as a Fellow of the Academy of Trial Lawyers of Allegheny County in 2003 and the College of Labor and Employment Attorneys in 2009. He is rated AV® Preeminent™ by Martindale Hubbell and has had that rating for over 30 years. In addition to his legal career, Jim has served numerous community interests. He has been a member of the Swissvale Zoning Board of Adjustment from 1986 to the present and has served as Chairman since 1990. He has served on boards and in leadership positions for the Neighborhood Legal Services Association, Shady Lane School Board of Trustees, and the Mexican War Streets Society. Jim also has been active in the Equal Justice Under Law Campaign, Indigent Divorce Panel, as well as Project Challenge. Jim is the 2003 co-recipient of the Marjorie Matson Award for Civil Liberties and Civil Rights awarded by the American Civil Liberties Union of Greater Pittsburgh.

In September 2005, Jim received the inaugural Jeffrey A. Ernico Award from the Pennsylvania Bar Association for support of legal services to the public. In 2006, he was selected by the Women in Law Division of the Allegheny County Bar Association to receive an Honorable Carol Los Mansmann Helping Hand Award, recognizing those who assist and mentor women attorneys.

Jim earned his B.S. from Georgetown University and his J.D. from Villanova University. An active member of the Allegheny County Bar Association, Jim’s participation has been marked by a variety of leadership positions. Most notably, he served as President of the Bar Association from 2004-2005 and sat on its Board of Governors for over 10 years. Jim was a founding member and past Chair of the Bar Association’s Civil Rights Committee. He was an active member of the Women in Law Division; Fee Determination Committee; Federal Court Section, as well as the Labor and Employment Section. Jim served five years as an elected member of the Judiciary Committee and was elected by the Judiciary Committee to serve as Vice-Chair (2000-2001) and Chair (2001-2002).

Jim is a member of the Pennsylvania Bar Association (past member, House of Delegates) and American Bar Association; the American Civil Liberties Union (Legal Committee); and the National Employment Lawyers Association (NELA). In 2013, he was elected Affiliate Chair of the Western Pennsylvania Employment Lawyers Association (WPELA), the local chapter of NELA, serving a two-year term.
